DEVELOPMENT PHASES

The technical infrastructure for distance learning unit of the library has been outlined below by Daytra Hansel (titled Distance Learning Proposal for the King-Luthuli Transformation Centre Peace Library) in three phases with their respective approximate costs which support the implementation of distance learning in graduated steps: from fairly simplistic to quite complex to enable almost immediate use of simple technologies to provide learning opportunities.

The first phase involves a audio-conferencing unit, TV monitor, VCR, Slide projector, slide tray, projection screen, cables and connectors and other items for a total of $2,000 that can be bought in South Africa via arrangements made in the U.S. This first phase will allow for workshops where participants could (1) listen to a presentation via an audio conferencing unit with supporting handouts, books and other resources; (2) ask questions of the presenter and have discussions; (3) view videotapes of prepared lectures or other relevant material which can be used for independent study and self-paced study; and (4) audio-conferencing could supplement the tapes by bringing the expert to the library to give participants an opportunity to hear presentations, ask questions and discuss subject matter. Also, a presenter using audio-conferencing can use slide presentations to enrich the presentation whereupon the slides would be sent to the library before the presentation and a facilitator at the library would show the designated slide as the presenter requests it, thereby allowing the participants the opportunity to hear a lecture and see supporting material at the same time. To conduct these activities there must be a facilitator assisting with the distance learning sessions with a person who can trouble shoot and provide maintenance for the equipment.

The second phase is a more advanced distance learning process involving research and Internet related activities, and computer training. The equipment will include 5-10 computers with modems, a laser printer, a scanner, 5-10 video cameras and microphones for computers, 5-10 computer tables and chairs, 5-10 headsets, cables, connectors, telephone lines and $2,000 for other items for a cost between $20, 750 and $37,400. Purchase arrangements should be made in the US to purchase the equipment in South Africa, hence delivery can be from a local South African vendor, and costs should include shipping, handling and related costs, and the computers should include all software, speakers and networking devises.

It has been suggested that we collaborate with the INTEL Computer Club House in Johannesburg, which train youth (7 – 18 years old) to use computers and various software who can train adults (and other young people) to use the new computers. As with the above versions of distance learning, a facilitator and technician (computer) will be required to support the participants and the equipment.

The third phase would be the introduction of a fairly sophisticated telecommunications infrastructure that would allow for distance learning and other exchanges based on videoconferencing (computer software-based or specialized equipment), producing streaming media (video), and other multimedia applications.

Considering that technology changes every 4 to 6 months and the distance learning applications change and/or expand according to the technology used, it is difficult to project costs for equipment and infrastructure build-out at this time. Needless to say the costs would be considerably higher than the other two scenarios. Much of the cost determination would be based on the availability and installation of DSL or ISDN or T1 or similar telecommunication cables in the building; build-out costs for the building; monthly charges for the telecommunication services; technical staff charges, and equipment and telecommunication line repair and/or replacement.
